This study aims to determine and analyze To determine and analyze the effectiveness of the implementation of Land Registration in Kab. Barru and to find out and analyze the factors that hinder the process of implementing the Regency Land Registration. Barru The research method used in writing this thesis is an empirical method, with coverage of primary data and secondary data, the research was carried out in the field, namely at the BPN office of Barru Regency. The results of this study indicate that the effectiveness of the implementation of the Land Registration Program has not been effective, although it can be seen with the new regulation, namely the Complete Systematic Land Registration (PTSL) program in which the National Land Agency (BPN) has succeeded in making people register the land. However, until now there are still many obstacles that arise from the implementation of the land registration program, especially in Barru Regency. Then the factors that hinder the process of implementing land registration in Barru district are the first is the cost of land registration which is quite expensive for people with weak economies, the second is the cross-check process or the process of measuring and determining the boundaries of land parcels which also takes a long time. to see whether the land is included in the forest area or not, or whether the land does not overlap with other people's land because not all land can be registered. Research recommendations Effectiveness of land registration in Kab. Barru, the author gives suggestions that need to be further improved socialization activities to the community. And in the future, there will be available Human Resources (HR)/officers who are more capable or better understand program implementation procedures. Then improve the procedures for land registration and make more use of digitalization to make it easier for applicants and go directly to the community to provide socialization about the importance of registering land so that the expected effectiveness in land registration can be achieved, especially at the Land Office of Barru Regency.

Penelitian ini bertujuan untuk mengetahui dan menganalisis Untuk mengetahui dan menganalisis Efektivitas pelaksanaan Pendaftaran Tanah di Kab. Barru dan untuk mengetahui dan menganalisis faktor- faktor yang menghambat proses pelaksanaan Pendaftaran Tanah Kab. Barru Metode penelitian yang digunakan dalam penulisan skripsi ini adalah metode empiris, dengan cakupan data premier dan data sekunder, penelitian dilakukan di lapangan yakni di kantor BPN Kabupaten Barru. Hasil penelitian ini menunjukkan bahwa Efektivitas pelaksanaan Program Pendaftaran Tanah belum berjalan efektif, walaupun dapat dilihat dengan adanya regulasi baru yakni program Pendaftaran Tanah Sistematis Lengkap (PTSL) yang dimana pada program ini pihak Badan Pertanahan Nasional (BPN) telah berhasil membuat masyarakat ramai-ramai mendaftarkan tanahnya. Namun hingga saat ini masih banyak kendala-kendala yang muncul dari
pelaksanaan program pendaftaran tanah khususnya di Kabupaten Barru. Kemudian faktor-faktor yang menghambat proses pelaksanaan pendaftaran tanah di kabupaten Barru adalah yang pertama adalah biaya pendaftaran tanah yang cukup mahal bagi masyarakat dengan ekonomi lemah, yang kedua adalah Proses kroscek atau proses pengukuran dan penetapan batas-batas bidang tanah yang juga membutuhkan waktu yang lama untuk melihat tanah tersebut masuk kawasan hutan atau tidak, atau apakah tanah tersebut tidak tumpang tindih dengan tanah milik orang lain karena tidak semua tanah dapat didaftarkan. Rekomendasi penelitian Efektivitas pendaftaran tanah di Kab. Barru, penulis memberikan saran yaitu Perlu ditingkatkan lagi kegiatan sosialisasi ke masyarakat. Serta kedepannya dapat tersedia Sumber Daya Manusia (SDM)/petugas-petugas yang lebih mampu atau lebih memahami prosedur pelaksanaan program. Kemudian memperbaiki tata cara pendaftaran tanah dan lebih memanfaatkan digitalisasi untuk mempermudah pemohon dan turun langsung ke masyarakat memberikan sosialisasi tentang pentingnya mendaftarkan tanah agar efektifitas yang selama ini di harapkan bisa dicapai dalam pendaftaran tanah khususnya pada kantor Pertanahan Kab.Barru.
