Analisis Kriminologis Terhadap Tindak Pidana Penipuan Melalui Media Online Di Kota Makassar

Abstract

This study aims to analyze the causal factors of online fraud in Makassar City and examine the mitigation efforts undertaken by the Makassar City Police. This study employed an empirical research method with a descriptive approach. Data were obtained through interviews with investigators from the Makassar City Police and observation of documents related to audacious fraud cases in the region. The results of this study indicate that the increase in audacious fraud is influenced by economic factors, the social environment, the lack of digital literacy in the community, and limitations in technology and resources of law enforcement officers. Efforts undertaken by the Makassar City Police include technology-based investigations, community outreach, and cross-agency collaboration. However, obstacles such as the lack of a dedicated cybercrime unit, limited access to digital data, and low public awareness remain major obstacles. This study recommends the establishment of a dedicated cybercrime unit within the Makassar City Police Department, increased collaboration between the police and banks and digital service providers, and a comprehensive digital literacy program for the community to prevent audacious fraud.

Penelitian ini bertujuan untuk menganalisis penyebab terjadinya tindak pidana penipuan melalui media online di Kota Makassar serta mengkaji upaya penanggulangan yang dilakukan oleh Kepolisian Resor Kota Besar Makassar. Penelitian ini menggunakan metode penelitian empiris dengan pendekatan deskriptif. Data diperoleh melalui wawancara dengan penyidik Polrestabes Makassar serta studi dokumen terkait kasus penipuan online yang terjadi di wilayah tersebut. Hasil penelitian ini menunjukkan bahwa maraknya tindak pidana penipuan online dipengaruhi oleh faktor ekonomi, lingkungan sosial, kurangnya literasi digital masyarakat, serta keterbatasan teknologi dan sumber daya aparat penegak hukum. Upaya yang dilakukan Polrestabes Makassar meliputi penyelidikan berbasis teknologi, sosialisasi kepada masyarakat, serta kerja sama lintas lembaga. Namun, kendala seperti minimnya unit khusus cybercrime, terbatasnya akses data digital, dan rendahnya kesadaran masyarakat masih menjadi hambatan utama. Rekomendasi penelitian ini adalah perlunya pembentukan unit khusus kejahatan siber di tingkat Polrestabes, peningkatan kerja sama antara kepolisian dengan perbankan dan penyedia layanan digital, serta program literasi digital yang masif bagi masyarakat untuk mencegah terjadinya penipuan online.
