Abstract

This study is to find out and analyze the effectiveness of the Legislation Function and Aspiration Distribution by BPD in Bungungloe Village, Turatea District, Jeneponto Regency. And to find out and analyze what are the factors that affect the effectiveness of the implementation function of legislation and the distribution of aspirations by BPD in Bungungloe Village . This research uses a type of empirical research, which is an approach that refers to written regulations or other legal materials that are secondary, to see how it is applied/implemented through a field study conducted with sociological and interviews, so that clarity can be obtained about the matter being researched. The results of this study show that the effectiveness of the General Election Commission's function in increasing voter participation The effectiveness of the legislation function and the distribution of aspirations by the BPD in Bungungloe Village, Turatea District, Jeneponto Regency has not been effective The low capacity of human resources causes some BPD members to not understand the legislation process in depth, factors that affect the effectiveness of the implementation function of legislation and the distribution of aspirations by BPD in Bungungloe Village, internal: the capacity of human resources of BPD members is still limited, both in terms of understanding of regulations, external: low community participation in the deliberation process, which is caused by a lack of education about the role of BPD.

Penelitian ini Untuk mengetahui dan menganalisis Efektivitas Fungsi Legislasi dan Penyaluran Aspirasi oleh BPD di Desa Bungungloe, Kecamatan Turatea, Kabupaten Jeneponto. Dan untuk mengetahui dan menganalisis Apa saja faktor yang memengaruhi efektivitas fungsi pelaksanaan fungsi legislasi dan penyaluran aspirasi oleh BPD di Desa Bungungloe . Penelitian ini menggunakan jenis penelitian empiris, yaitu suatu pendekatan yang mengacu pada peraturan-peraturan tertulis atau bahan-bahan hukum lainnya yang bersifat sekunder, untuk melihat bagaimana penerapan/pelaksanaannya melalui suatu penelitian lapangan yang dilakukan dengan sosiologis dan wawancara, sehingga dapat diperoleh kejelasan tentang hal yang di teliti. Hasil penelitian ini menunjukkan bahwa efektivitas fungsi Komisi Pemilihan Umum dalam meningkatkan partisipasi pemilih Efektivitas fungsi legislasi dan penyaluran aspirasi oleh BPD di Desa Bungungloe, Kecamatan Turatea, Kabupaten Jeneponto belum efektif Rendahnya kapasitas sumber daya manusia menyebabkan sebagian anggota BPD belum memahami secara mendalam proses legislasi, faktor yang memengaruhi efektivitas fungsi pelaksanaan fungsi legislasi dan penyaluran aspirasi oleh BPD di Desa Bungungloe, internal: kapasitas sumber daya manusia anggota BPD yang masih terbatas, baik dari segi pemahaman terhadap regulas, eksternal: rendahnya partisipasi masyarakat dalam proses musyawarah, yang disebabkan oleh kurangnya edukasi tentang peran BPD.
